Dear Mr. Mayor:
Does the city regulate incinerators? I often wake with headaches between midnight and 5:00 a.m. and I notice the smell of burning trash in the air. This really affects my quality of life. I'll bet many other people suffer the same thing, but they have not figured out that smoke is the cause.
